- Identify and shift resources, not just mental health
- Must think of all EBPs funded in common way
- Use reliable cost and budget modeling
- Identify which services Medicaid will cover and how the state plan can be revised to cover additional services
- Lobbying: mental health is not optional
- Utilizing fiscal incentives
- No fidelity / no $ --Tie outcome to $
- Define core expectations
- Explicit funding for supervisor/training
- Budget must be managed carefully
- Keep transitional budgets realistic and goal-oriented
